CountyERP and IFMIS: Define the Operational and Financial Boundaries

How counties can scope operational ERP workflows alongside Treasury financial processes without assuming an approved integration.

Start with responsibilities

County teams may need operational systems for service applications, billing, collections and departmental records alongside Treasury financial processes. The first design task is to assign each record, approval and report to its responsible system and owner.

An operational ERP proposal should not imply that it replaces a required national Treasury system. Ask which workflows are in scope and which responsibilities remain with existing financial systems.

Map the transaction and reporting boundary

Follow a representative bill, receipt, adjustment and settlement from its source through reconciliation and financial reporting. Record the identifiers, account mapping, dates and supporting documents required at each handoff.

Decide how exceptions are resolved before selecting a transfer method. Duplicate records, reversed payments and closed accounting periods need explicit handling and an audit trail.

Distinguish export capability from integration approval

A downloadable file, a proposed API and a production-approved interface are different deliverables. Confirm the permitted method, specification, access authorization and receiving-system owner with the responsible Treasury team.

The proposal should identify dependencies and acceptance tests. Evidence should show the actual deployment and successful receipt and reconciliation of agreed test records; a statement of compatibility is insufficient.

Evaluate cost and procurement scope

Compare implementation, migration, training, support and integration costs across the same scope and period. Record assumptions and exclusions. A public entity’s purchasing route and approvals must be confirmed through its procurement process.

Ask for a responsibilities matrix covering the county, vendor, payment providers and Treasury stakeholders. Include change control and support arrangements for interface failures or specification updates.

Use the demonstration to resolve uncertainty

Bring sample reports, anonymized transactions and the county’s existing approval process. Request an operational walkthrough followed by a clear list of demonstrated capabilities, configuration work and external dependencies.
